玩游戏cpu和gpu占用低，游戏帧数低

    最近这一年电脑不知道啥情况玩游戏异常的卡顿，帧率也很低。玩游戏时gpu和cpu跟不工作一样，占用只有四五十，游戏帧率只有三四十，而且游戏里面不管画质调最低，或者全部拉满，帧率都是三四十。或者别的游戏好一点帧率能到60，但还是一样不管画质怎么调，帧率也就稳定到这，cpu和gpu依旧跑不满。而且电脑风扇叶没有像以往那样很夸张的转过了。

    首先电脑是开了独显的，也是开了高性能，系统是一周前才重装的，硅脂是前两天刚换的。网上能搜到的方法大部分也都试过了，能设置高性能的地方都设置了，能关的也关了。

    我怀疑是不是这个型号的笔记本不支持win11系统，因为我想更新bios固件时在官网下载驱动更新的选项里，这个型号只有win10系统选项。

    或者是不是我之前更新了惠普最新的那个bios，我听说惠普为了确保电脑不死机等问题，在新的bios里对电脑cpu等性能都做了限制。所以我想再试试把bios退回到老的版本，但官网的bios里又只有2024年5月17日这一个最新的bios版本了。

    这问题已经困扰了我一年多的时间了，期间也一直尝试各种方法，系统也重装了好几次都没有解决。

     硬件没有检测过，应该是没问题的，玩gta5时gpu是能到99%的占用，而且也没有像别的游戏那么卡顿掉帧。肯定也不是游戏的问题，就拿无畏契约来说，我这都是疯狂掉帧卡顿，cpu和gpu占用上不去，但别人都没事。我是实在搞不懂这到底该咋搞了
