首先对于提到的电源99％，该设定本身就是会关闭掉睿频的频率，所以从目前看系统功能是没有问题的。不同的系统版本，软件环境频率会有一些差别，但想要最大频率肯定是确保电源计划的高性能设置。
比较能理解你的需求，想要最佳性能的同时又想机器更冷静一些，也可以考虑从其他方面入手
1：确保OMEN的SDK驱动版本也是最新版本，这样搭配OMEN软件使用更加兼容
2：如果电脑上安装有其他调优软件如XTU等，可能会影响到OMEN软件使用
3：可以对电脑做清理保养，清除风扇灰尘，更换质量不错的导热硅脂，如果有支架可以将机器架高，提高底部进风量等
4：持续关注系统更新，OMEN BIOS等软件更新
5：重新创建下电源计划，再对电源计划中的数值做更改测试，避免电源计划调度异常。
